Minutes of the Wardington Parish Council Meeting

1.    Minutes of previous meeting.(22nd March, 2016) Approved and signed.

2.    Matters arising from previous minutes.

HS2 Update

Mr Page reported that the Action Group had a meeting on the 6th April 2016, which was also attended by Victoria Prentis MP and Stephanie Garnett. At that meeting it was decided to petition the House of Lords, in a similar way to how we had petitioned the House of Commons. In addition to the concerns already raised, we were requesting the appointment of an ‘Adjudicator’, an independent body, to ensure what HS2 agree to, is adhered to. The petition had to be received by 18th April 2016. It was unclear whether we would have to make a personal representation to any hearing. Other villages in the area affected were also petitioning the House of Lords. We were informed that with HS1, recommendations made by the Lords had a high rate of implementation.

3.    Planning.

No new planning applications were received.

The planning application 16/00367/F Mr & Mrs Merry – The Plough Inn, Thorpe Road, for the change of use from a Public House to dwelling house was raised again. The Parish Council had received more comments concerning the application,that had created much contention in the village. It was decided to contact CDC planning and request that any decision be passed to the planning committee. This would also create the option for people to speak regarding the application.

4.    Finance.

4.3

Oxfordshire County Council have advised us that the grant for grass cutting for the year 2016/17 would remain the same as for the year 2015/16.

5.    New Business – None

6.    A.O.B.

6.1

Mr Jarrett said that he had received a survey from Oxfordshire County Council regarding Community Emergency Planning. The return should reflect the current status of the Parish of Wardington ‘Severe Weather and General Emergency Plan’.

6.2

Mr Page raised the issue of the private footpath, leading from Williamscot towards Cropredy, and the costs of any maintenance required keeping it open. It was decided to leave it to be discussed at the next council meeting.

6.3

Mr Franklin reported that a complaint had been made regarding the footpath on the A361, between Taylors Cottage and The Old Vicarage, due to encroaching vegetation. It had been a couple of years since it was cut back and now it needed further attention. Mr Tuthill is to be advised.

6.4

Mr Crossley asked what had been done in respect of replacing the notice board near the Plough Inn. Mr Page said this issue had been put on hold for a while and would now be progressed.

6.5

Mr Patterson reported that he had contacted OCC Highways, to get a specification for the scope required to change the road priority at Top Dawkins Junction, but had had no reply. Mr Patterson asked whether he should continue to press OCC considering the current turmoil being experienced by OCC, which may soon go into administration. Council’s decision was to keep trying.

6.6

Comments were made regarding the inconsiderate parking by a certain vehicle (Grey Golf) on the corner beyond the Plough Inn. Mr Page said he would try and find out who the vehicle belonged to and try and resolve the matter.

6.7

Mr Atack had details of the Fairport Cropredy 2016 festival to be held from 11th-13th August and villager passes will again be available. He had passed on details to be published in the Warbler.

6.8

Mr Page proposed, and it was agreed, that the WPC AGM would take place before the next council meeting on the 24th May 2016, starting at 7:00pm.
