Minutes of the Wardington Parish Council Meeting

1.    Minutes of previous meeting. (6th September, 2016) Approved and signed.

2.    Matters arising from previous minutes.

2.1 HS2 Update

Mr Patterson reported that following the Action Group meeting with OCC (Highways), it was established that Highways must approve any mitigating measures proposed by HS2. An update to the proposed measures has been received from HS2, still based on the 500 lorries per day in each direction (1,000 HGV’s per day in total). Many of the earlier HS2 proposals have been dismissed and those remaining gave little concern to safety. The committee would respond to OCC emphasising safety concerns, including pedestrian crossings and traffic calming measures, traffic flow due to the width of the road and the access from adjoining side roads. We were still waiting for any recommendations from The House of Lords Select committee; however, we needed OCC to adopt the measures required by WPC before the Bill is finally approved and passed.

2.2 The Pond Opposite Chapel Cottages.

Mr Patterson stated that now Mr Page had relinquished any responsibility for the Pond that there was still a need for on-going maintenance. Mr Hudson said it would be of interest to know what had been reported in the minutes in this respect from past WPC meetings. Mrs Pasco said it was clear the WPC had voted in June 2016 not to take responsibility for the Pond. Mr Hudson said that there was a small group of volunteers from the village who have said that they will maintain the pond. The pond would be maintained to a satisfactory standard and be kept as an open area. However, they needed a clear demarcation of the land. It was pointed out that there are other examples in the village of  unregistered land being maintained by local residents. Mr Hudson said that he hoped that the WPC may change its decision in the future.

2.3 Play Area Inspection.

Mr Page said that he had not had time to inspect the findings of the report but would do so soon.

2.4 Omlet direction sign.

Mr Jarrett reported that ‘Omlet’ had responded and agreed to place a sign below the existing ‘Tuthill Porsche’ sign.

3.    Planning

4.    Finance.

4.1  Bank Balances as at the end of September 2016

The second half precept payment had already been received from CDC and that the accounts balances were:

5      A.O.B.

5.1 Mr Jarrett said that he had received a survey from the CDC regarding Open Space, Sport and Recreation Review and requested assistance from a member of council with greater local knowledge to assist in its completion. Mr Page said he would help.

5.2  On behalf of the CLP Communication Group, Mr Jarrett asked for an update on when the notice board  near the Plough Inn was going to be replaced. Mr Page said the work was in hand and would be done when the person had available time. The CLP also requested an additional new notice board, closer to the upper end of the village around Chelmscote Row. Council was not in favour of the request and felt that three notice boards for the village were sufficient. It was suggested that perhaps the notice board by the Plough Inn be relocated in a more suitable place for all of Upper Wardington. The CLP should consider this and make a proposal.

5.3  A request has been received from Mr Andrew Willis, the founder and Chairman of the charity, Banbury Citizen Project, for a financial donation. Following the closure of Age UK in White Lion Walk, the charity will be opening an Advice Centre in Marlborough Road, Methodist Church offering welfare and general advice to the over 50s. Council felt that as the charity was not yet registered it was better to wait and see what the uptake on the service would be before committing to a donation.

5.4  CDC has advised that the next Parish Liaison Meeting will be on the 9th November, 6:00pm at Bodicote House.

5.5  Mr Patterson reported that following the request to Highways for a change to traffic priority at Top Dawkins and taking into account the implications that HS2 construction traffic will have, Highways have visited the site and we now await their decision / recommendations.

5.6  Mr Atack announced that there will be meeting at Great Bourton Village Hall on the 24th October to discuss ‘cluster arrangements’ for the five local parishes covering such issues as transport (mini bus service), Neighbourhood Planning (five villages together) and other services. Each parish should be represented by two councillors and the clerk.

5.7  Mrs Pasco asked about the confusing article in the last issue of the Warbler concerning ‘Help’ in the winter’s severe weather. Mr Jarrett said that this would be addressed in the next issue and parishioners made more aware of the ‘Emergency Plan’ for the parish of Wardington and it would be published on the website.

5.8  Deep pothole to be reported at Corner Mount.
