Minutes of the Wardington Parish Council Meeting

 

Location:  Wardington Memorial Hall

Date: Tuesday, 24th November, 2015 (7:30pm)

In Attendance: Mr G Page (Chair), Mr N Bankes (Vice-Chair), Mr I Franklin, Mr G Martin, Mrs A Pasco, Mr M Patterson, Mr K Atack (District Councillor), Mr B Jarrett (Clerk)

Apologies: Mr Atack said that he had to leave the meeting early to attend another meeting. This resulted in a sequence change to the agenda.

  1. Minutes of previous meeting.(October 13th 2015) Approved and signed.

 

  1. Matters arising from previous minutes (part 1)

2.1 HS2 Update and revised budget approval.

The additional cost of £1,000 for the Traffic Survey through Wardington was formally proposed and approved.

Mr Bankes reported that now the survey report had been received, the information was to be reviewed. The main objective of the petition is the road capacity of the A361 through Wardington. In addition, the sequence of bends through the village would also restrict capacity.  Additional consideration was needed in respect of the side roads and resulting consequence. The action group now had notice of what needs to be presented to the Select Committee, scheduled for January 2016. Mr Sam Young was assisting by making a video of the traffic flow through the village.

Council agreed that we should try to avoid any further London solicitor’s fees for the presentation to the select committee. Mr Atack mentioned that if additional finance is required then this could be added to the precept for next financial year.

  1. New Business (Part 1)

3.1 Talking Oxfordshire meeting 2/11/2015 – Plans to save money.

Mr Page had attended an OCC meeting where it announced that the OCC had to save £50 million over the next four years.

Total effects of these cuts would not be fully known until February 2016

 

3.2   Cherwell Parish Liaison Meeting 11/11/2015

. Councillor Barry Wood said that funding from central government was to go down and that he expected the Revenue Support grant to go completely over the next few years. The main topic of this meeting was Planning. They also touched on developing Neighbourhood Plans and the identification, and registering of ‘local designations’ and ‘local assets’.

Regarding the OCC cuts, Mr Atack was particularly concerned about the effects of the OCC withdrawing bus subsidies. This will result in bus companies either increasing charges or reducing, or even stopping some services. The South Northants Council are to be contacted to enquire about any possible changes to bus subsidies affecting the bus services through Wardington.

4.1 Parish Council co-option

Mr Page is to contact a prospective councillor.

4.2 Community Led Plan

Mr Patterson reported that the CLP Meeting had taken place on the 17/10/2015 and that the action groups were operational. He presented the Council with the closing financial summary.

4.3  Playgroup 200 Club

Mr Jarrett said that a letter had been drawn up, with attached mandate, asking parishioners to support the Playground 200 Club. Distribution had already started with some positive results.              

 

  1. Planning

Planning applications had been received for:-

  1. 15/01947/F Francis Tuthill – Removal of existing greenhouse and construction of new workshop.
  2. 15/01712/LB Mr J Bernhard – Proposed repairs and internal alterations. Dyndors Cottage, Wardington.

There were no objections.

  1. Finance.

  1. New business (part 2)

7.1 Change of priority at Top Dawkins Junction

Following a CPL action group meeting, Mr Patterson said that he was investigating the possibility of changing the road priority at Top Dawkins junction. This is deemed necessary as drivers turning right into the village are unsighted against traffic coming from the left.

 

  • 2 Cleaning of the playground equipment.

The Wardington Parish Council would like to extend a big thank you to Nigel Adams for cleaning off the algae from the playground equipment. A job well done.

8.1 Fencing around the Playground

Mr Franklin said he had received a quotation to replace the fencing to the playground adjacent to the sports field. The Council were in favour of the quotation and Mr Page said he would contact the contractor to discuss conditions.

8.2 Erosion of pathway to Corner Mount

OCC Highways had been contacted about this and due to funding were unable to offer any resolution. Mr Franklin suggested a small working party be organized to remove the verge soil from the pathway. Council supported this proposal.
